Section 30 of the Prevention of Bribery Ordinance is primarily designed to protect the confidentiality and effectiveness of ICAC investigations and to protect the reputation of suspects until specified events occur; it was not enacted to confer a private cause of action on informers. Therefore a breach of s.30 as pleaded did not give the appellant a legal cause of action and the appeal must be dismissed, applying Cutler and Lonrho principles.
