Sections 20 and 21 of the Ordinance satisfy the core requirements for lawful searches under Article 14: they provide prior judicial authorization by a judge capable of acting judicially and require establishment on oath of reasonable grounds that an offence has been committed and that specified or describable material likely containing evidence exists; therefore the provisions are not inconsistent with Article 14 and the production orders and search warrant were lawfully granted on the facts.
