An application under s.77E for letters of request is an ex parte originating summons which, when properly constituted, has no parties; accordingly the suspected person is not a party entitled to inspect documents under RSC O.63 r.4(2), and the Master's broad order granting inspection under O.63 r.4(1)(c) was an incorrect exercise of discretion and must be set aside; the suspected person retains the limited statutory right to inspect the originating application itself under O.63 r.4(1)(a).
