The original two-year sentence (with only two months consecutive) was manifestly inadequate for a deliberate attempt to set a prison officer alight; the Court substituted a term of four and a half years' imprisonment and ordered the whole term to run consecutively to the respondent's existing 29-year sentence and consecutively to a separate one-month effective term, because protection of prison staff and deterrence required a substantial consecutive sentence and there was no warrant for concurrency.
