The Court held that the Licensing Examination established by s.7 (1995) is distinct from the pre-1995 Licentiate Examination and the applicant had not passed the Licensing Examination required for provisional registration under s.12, the Medical Council's reply was an informational response not a reviewable decision, the applicant's complaints were either unarguable or raised too late and therefore leave to apply for judicial review was properly refused; appeal dismissed.
