The Registrar will apply the standing July 1997 party-and-party standard rates to ordinary criminal appeal bills absent a specific, documented application and justification by the Department of Justice; a solicitor performing both solicitor and advocate functions is not automatically entitled to a higher hourly rate for taxation; taxing authorities must disallow unreasonable items and protect the public interest.
