Because the private car was located on a public highway the appellant was to be treated as being in a public place; sitting in or driving a car can constitute loitering; section 26(a) does not require proof of unlawful purpose; therefore the convictions for possession of offensive weapons in a public place and for loitering at night were correctly entered and are upheld.
