    While s10 offences generally merit custody, the Court reduced the sentences on the facts: it substituted three years imprisonment for the six-year term of Mok Wei Tak and substituted an 18-month imprisonment suspended for two years for Mok Chiu Yee Man, and set aside the fines and costs orders because the defendants lacked means and the imposition of fines/costs would frustrate rehabilitation; the Crown's evidence rested on unexplained cash sums and that alone did not require the maximum sentence where substantial mitigation existed.
