Part I of the Regulations applies to all animals including poultry in transit; Regulation 3 applies to cages used for transportation and the appellant was liable under Regulation 3; trade/expert evidence that compliance would harm chickens was inadmissible to alter ordinary statutory meaning; 'constant' in Regulation 8 is properly construed as 'continually recurring' not necessarily 'continuous without interruption', therefore there was no evidence of breach of Regulation 8 and that conviction must be set aside.
