Regulation 56, when construed purposively and in context and applying section 7 of the IGCO where consistent with context, permits the plural 'members' to be read as the singular in circumstances of an adjourned meeting; therefore one member present within half an hour at the adjourned meeting can constitute a quorum, the resolution appointing the director was valid and the appeal is dismissed.
