The Court quashed the Training Centre order under Cap.280 s4(1) and substituted a Rehabilitation Centre order under Cap.567 s4(1) because the appellant met the statutory prerequisites for both, the Rehabilitation Centre programme offered a substantially shorter aggregate period of detention appropriate in light of her lengthy pre-trial custody and youth, and a suitability report under s4(3) of Cap.567 had been obtained confirming suitability for a Rehabilitation Centre order.
