Leave to appeal was dismissed because the question advanced was not of general public importance and the judge was entitled to set aside the Board's legal error and substitute the correct inference where the Board's finding involved a mixed question of law and fact or an impermissible legal construction; the prohibition in s32(2)(i) applies to primary findings of fact only and does not prevent the court from drawing inferences or revising secondary findings when the tribunal misdirected itself in law.
