The application was dismissed because the applicant failed to provide a reasonable explanation for delay and failed to identify any question of great general or public importance as required by section 22(1)(b) Cap 484; moreover he abandoned written submissions by not filing them and the matters raised were not reasonably arguable, so leave to appeal was refused.
