The Council lawfully refused to renew and required vacation because a wall stall licence can only subsist where the stall is affixed to the external part of a building; demolition removed that basis, there was no procedural impropriety or Wednesbury unreasonableness, and the asserted possessory title was not determinative in this judicial review so the application is dismissed.
