Clause 47 of the Sub-DMC is properly construed as restricting connections only to switch/transformer rooms within the Mall; the CHR and Rainbow switch and transformer rooms are common parts outside the Mall and protected by the DMC and the Building Management Ordinance, so the applicant was entitled to apply directly to the Incorporated Owners for access and the IO's refusal was wrongful, entitling applicant to declaratory relief and damages for loss of rental.
