Section 17 does not require that a satisfactory account be given at the scene to a police officer or exclusively to a magistrate at the time of arrest; once possession of an offensive implement is proved the accused bears the evidential burden to provide a satisfactory explanation which may be given at the first reasonable opportunity, and on the facts the magistrate's acquittal was not shown to be erroneous.
