The Lost Letters form part of the Government Lease and the ultimate root of title; the statutory presumptions in s.13(3)-(4) do not relieve the vendor of the obligation to produce or adduce adequate secondary evidence for lost root documents; the vendor failed to make adequate searches or provide a statutory declaration or other secondary evidence to dispel a real risk that the Lost Letters might affect title; the DLO letter did not create an estoppel against the Government; therefore the vendor did not show good title nor satisfactorily answer the requisitions.
