Tribunal fixed prevailing market rents on the basis used in market lettings in Harbour City — inclusive of airconditioning, water heating and management charges — because comparables were quoted on that basis and defects were generally common to comparables; recent comparables were given preference for date relevance but the Tribunal reconciled the valuers' figures, applied marginal adjustments for block differences and set unit rates and monthly rents accordingly.
