The applicant failed to establish any of the statutory or established grounds for ad hoc admission: the identified matters were not of unusual difficulty or complexity nor likely to affect the development of Hong Kong law; there was no actual CFA application so CFA factor did not apply; the applicant did not demonstrate a lack of suitable Hong Kong counsel or that he would add a significant dimension. Therefore the application for admission under s.27(4) LPO is dismissed.
