Amended section 23 of the Pawnbrokers Ordinance imposes a limited statutory duty on owners to take reasonable care of their goods in the context of unlawful pawning, requires causation to be established as to the unlawful pawning before apportioning responsibility, judges owner and pawnbroker by separate reasonable-actor standards, and on the facts the pawnbrokers were the sole effective cause of the unlawful pawning so the trial court correctly ordered return of the goods without payment.
