The Tribunal has jurisdiction under the Ordinance and appellate authority to grant extensions and re-fix reserve prices, but the exercise of that discretion requires credible evidence of material change in market value; the applicants failed to adduce such evidence and mere failure to bid at auction is insufficient, therefore the summons to extend and re-fix the reserve price was dismissed.
