Applying the correct principles, using the best available evidence and allowing for accessibility and locational disadvantages, the Tribunal determined a reasonable letting rent of $2,250 per month as at 1 April 1977, equating to a rateable value of $27,000, and fixed the effective date of assessment as 1 November 1981 (first full month after occupation).
