In the absence of any appeal against the Board and any rebuttal evidence from the respondent, the Board’s 2% loss assessment is conclusive; the applicant’s uncontradicted evidence together with relevant government statistics is sufficient to find monthly earnings of $22,000; applying ECO sections 7, 9, 10 and 10A and endorsed sick leave of 475 days produces gross compensation of $319,071.67, less $90,760 advanced, yielding judgment for $228,311.67 with interest and costs.
