The Tribunal found internal Celestial Garden rents were slightly above the prevailing market due to a landlord's monopoly and made adjustments: a typical Block B/C flat value was set at $27,000 pcm exclusive of rates and a typical Block A flat at $25,000 pcm. Applying those findings the Tribunal fixed Flat A7 at $25,000 pcm exclusive of rates and Flat B1 at $22,000 pcm exclusive of rates (but inclusive of management charges) after a $5,000 deduction for flat-specific nuisances.
