The blanket exclusion of all directorate officers from serving on the Selection Committee was within the range of reasonable responses open to the decision maker because directorate officers constitute a distinct class historically subject to political-activity restrictions, service on the Selection Committee is political and high-profile creating real risks of conflict of interest, and the restriction is necessary and proportionate to preserve the integrity and impartiality of the Civil Service and does not breach the Bill of Rights.
