The appeal was dismissed because the sentencing judge properly treated the offence as deliberate misuse of a falsified travel document, the starting point of 18 months reduced for a guilty plea to 12 months was appropriate in light of precedent and the public interest in accurate identification at borders, and the appellant's possession of valid PRC documents and medical condition were mitigating but insufficient to make the sentence excessive.
