The court refused leave because the putative respondents had considered the relevant legal definitions and COI, made explicit findings that the applicant's account was unreliable and that injuries were not severe, assessed risk as low and found relocation possible; none of the claimed errors amounted to a reasonably arguable ground for judicial review and the application therefore failed the reasonable arguability test.
