The finality provision in s.13(1) of the Legal Practitioners Ordinance was not part of the laws of Hong Kong on 1 July 1997 because it was rendered absolutely void and inoperative by repugnancy under the Colonial Laws Validity Act and, in any event, it is inconsistent with the Basic Law as an impermissible absolute bar on access to the Court of Final Appeal failing the proportionality test; the Court therefore has jurisdiction under s.22(1)(b) of the Court of Final Appeal Ordinance.
