The Master erred in treating as mandatory a practice requiring assignor companies to file evidence on solvency in every extension application; the correct approach is that the applicant must file evidence explaining the circumstances of non-registration and state there is no reason to believe the assignor will be wound up, and such evidence suffices to permit an extension under section 86; accordingly a 28 day extension was granted.
