SC16(a) permits berthing of vessels (including Intra‑Asia feeder vessels) so long as the purpose of their loading/unloading is substantially connected with river trade within the Pearl River region; the adverb 'regularly' qualifies the trading activity (regular/substantial trading within the Pearl River region) rather than describing only the vessel's historic or future call pattern, and 'regularly employed in' should be read opposite 'solely' to permit substantial but not exclusively Pearl River trade.
