Article 73(10) of the Basic Law, properly interpreted purposively and in context, permits the Legislative Council to exercise its summons power either sitting as a full body or through committees lawfully formed under its Rules of Procedure; section 9(2) of Cap 382 is constitutional; delegation to committees is permissible where reasonably required; the Select Committee had not plainly exceeded its authorising resolution and the court should not intervene absent a clear‑cut ultra vires or abuse of power; thus the judicial review application is dismissed.
