Possession of methadone away from the clinic was not authorized by Part IV or s.5 of the Dangerous Drugs Ordinance because the statutory authorization and prescriptions only covered supervised ingestion at the clinic; therefore the respondent's possession was not 'under and in accordance with' the Ordinance and there was a case to answer.
