The magistrate correctly identified and applied the appropriate tariff, increased the starting point for two prior similar convictions, applied a guilty plea discount to reach 16 months, and did not err in exercising discretion to refuse credit for unrelated administrative detention; therefore the 16-month sentence is lawful and should be upheld.
