The court concluded the prosecution met its onus that allowing the two ICAC officers to give evidence in open court would risk disclosure of sensitive operational policies and procedures, particularly through cross-examination, and that such disclosure would prejudice the interests of justice in a broad sense by impairing investigative tools; accordingly the evidence of WONG Sai-chiu and Rebecca LI was ordered to be taken in closed court.
