Section 28 authorizes magistrates to award costs beyond counsel and solicitor fees; it includes costs necessarily incurred in investigation and in preserving evidence required for prosecution and for disposal applications, and therefore may encompass actual transportation and storage expenses where reasonably incurred; however no order should be made to recover such charges if the goods are forfeited and the Crown intends to sell them so as to recoup those charges.
