The BHPC judgment is final and conclusive for enforcement by the common law route because the defendant failed to show a realistic likelihood that the Mainland trial‑supervision/retrial procedure would result in a retrial or produce new evidence sufficient to overturn the BHPC decision, and the public‑policy/natural justice challenge is not arguable; accordingly summary judgment is granted for the Sum, and no pre‑ or post‑judgment interest is ordered because the BHPC imposed an interest cap which should not be exceeded on enforcement in Hong Kong.
