Given absence of prosecutorial evidence on prevalence/licensing and the powerful mitigating factors (surrender, full cooperation, frank admissions, clear record and good probation report), the adopted starting point of 2.5 years was too high; the court set a starting point of 15 months and after allowing one-third discount for guilty plea substituted an immediate custodial sentence of 10 months.
