Reading the Rules for the CIES together with the Immigration Guidelines, an applicant for CIES approval and any subsequent extension of stay must satisfy the normal immigration requirements which include holding a valid travel document with adequate returnability to the country of residence or citizenship; 'proven re-entry facilities' for stateless persons does not displace the need to demonstrate returnability; late-raised arguments unsupported by evidence are inadmissible.
