Hong Kong law and practice on coroner's verdicts do not differ materially from English law; a verdict of 'lack of care' (better expressed as 'neglect') is limited to cases of gross neglect of a dependent and is not available merely because an employer may have breached civil/common law duties; the coroner's direction to leave 'lack of care' to the jury on that basis was wrong and Liu J's quashing of those verdicts was correct; costs discretion not fettered and CLP awarded costs below and of the appeal.
