The Appeal Committee exercised its discretionary power on the renewed application to grant leave to appeal on three issues concerning the operation of s3(2) of the LRO in relation to unregistered registrable assignments and a fourth issue whether a 'wait and see' exception to the Milmo principle applies to 1983 New Territories leases with a realistic prospect of renewal; the Committee held these questions are of great general or public importance and necessary for the fair and effective disposal of the appeal and therefore leave was granted.
