The withdrawal application was refused because the applicant failed to file the required affidavit or statement confirming voluntariness, safety and knowledge as directed and did not respond within the 14 day period; having considered the decision and materials the court found no obvious legal error, no procedural unfairness and no Wednesbury unreasonableness in the committee's decision, and therefore it was appropriate to refuse the withdrawal and to cancel the permission application for want of prosecution.
