Magistrate's award of costs on 14 January 2013 was not erroneous given prosecution's failure to provide summaries or evidence and absence of admissions; although the PM erred in procedure on 18 February 2013 by not following Lam Chiu Fong and by noting earlier awards, on the merits the three respondents did not 'bring suspicion on themselves' and there was no positive reason to deprive them of costs; accordingly all appeals are dismissed and costs of the appeals are awarded to the respondents to be taxed if not agreed.
