The change of use to 'Undetermined' in the 1994 Outline Zoning Plan was introduced to facilitate the Government's Route 3 alignment and related projects and therefore constituted a blight integral to the scheme; that blight must be ignored when assessing compensation under the Roads Ordinance, so the Lands Tribunal was correct to use open‑storage comparables and its assessment of rent was affirmed.
