Leave was refused and the application dismissed because the applicants filed out of time and failed to show good reason to extend time; the decisions of the Standing Committee were at best borderline amenable to judicial review, the challenge was academic and futile, and even if procedural errors (failure to hear and to give reasons) were arguable the applicants suffered no real prejudice and the outcome would inevitably have been the same.
