The court has jurisdiction under s.221 Cap.32 to order a third party (Mr Lo) to grant immediate access to premises to enable provisional liquidators to remove company books and records; Mr Lo had sufficient notice and opportunity to apply and did not do so; the directors unreasonably obstructed delivery up and therefore must bear the costs of the application; provisional liquidators may be empowered to effect entry, if necessary by force, after the stipulated period.
