Clause 2(d) constitutes a covenant obliging the tenant to expend at least $8,000,000 on interior decoration of the demised premises which is the subject matter of the lease; that sum is therefore deemed a premium under Section 33A(2) and is chargeable to ad valorem duty under Head 32(1) on the stated amount without further valuation by the Collector.
