The Tribunal accepted the expert's approach to consider multiple comparables but rejected certain low‑floor comparables (5,6,4), adopted four remaining comparables with equal weighting, accepted most of the valuer's adjustments except the car parking value which it fixed at $2,000 per month, applied a uniform 2.5% downward adjustment for renewal condition, calculated an adjusted unit rate of $279.2 per sq.m. and determined the PMR as $279.2 x 160.1 sq.m. = $44,700 per month; costs of the review were refused based on statutory restriction and fairness.
