The Tribunal held the relevant valuation date was when the Valuation List came into effect (1 April 1977); evidence of actual rentals during and after the projection period is admissible under the Bwllfa principle; the Commissioner erred in 1982 by refusing to take into account post‑projection rentals and by making an excessively conservative projection which was materially wrong; where a projection is shown to be excessive the Tribunal may correct it on appeal and, on these facts, fixed rateable values at $67,200 (two 31st‑floor tenements) and $66,000 (fifty‑eight other tenements).
