    Rule 9(2) of the Admission and Registration Rules expressly contemplates costs only on dismissal and contains no provision for awarding costs against the Bar Council on successful admissions; admission proceedings are sui generis focused on public protection and the Legal Practitioners Ordinance contains no authorisation to award costs against the Bar Council; therefore the court has no power to order costs against the Bar Council in a successful application and the applicant's costs application must be dismissed.
