Leave to apply for judicial review dismissed because the proposed grounds were not reasonably arguable: non-disclosure of the confidential Objection Criteria did not amount to unlawful indirect discrimination as it applied equally to all applicants; any procedural unfairness at initial application was cured by disclosure and the opportunity to make focused representations at the appeal stage; and there was no evidence of fettering of discretion or Wednesbury unreasonableness given the Applicant's repeated drug convictions and the legitimate security aim of the Guideline.
